Transparency reports are routinely praised as proof that an institution has nothing to hide. Yet a report can be exhaustive in volume and evasive in structure: it may publish every metric except the one that would allow outsiders to reconstruct a decision. Volume then becomes a form of fog. What accountability requires is not an avalanche of numbers but a design that makes selective omission costly—because a missing cell, under a promised schema, is itself visible. Without that design, “full disclosure” remains a performance that confuses quantity with legibility.
