It counted cars that crossed a cordon and seats that remained vacant at 8:15 a.m. It did not count the fifteen-minute walk from the housing block to a stop with no shelter, nor the transfers that vanish from the spreadsheet because they are not a single ticket. When measurement is tuned to the automobile, “low ridership” is less a social fact than an artifact of what we chose to see. Rebuild the count—include walking access and chained trips—before you conclude that people have refused the bus.
